Data must be supplied as a file based on the CESOP XML schema in the E-Banktitok (EBT) [i.e. e-Bank Secrecy) system via an API. For more information on how to submit the report and the interface description required for development, please refer to the technical guide published on the website of NTCA.

To submit the report via the API, the payment service provider will need to register in the EBT system in advance and will also need an EBT certificate. Information on this can be found at https://openkkk.nav.gov.hu/.

Once the report has been submitted, the payment service provider will receive feedback via the EBT system as to whether the report meets the requirements. If the report was not appropriate, it must be resubmitted. The response will indicate which part of the report needs to be corrected. The tax authority can also contact the payment service provider directly to make the necessary corrections.

Verification of the data supply files generated

The European Commission has developed a so-called Validation Module for the CESOP system, which can be used to verify the appropriateness of the data supply files generated.

In addition to the XSD verification, the Validation Module also performs most of the business verifications that are executed when the data arrive in the EU central CESOP system. The module can be integrated into the data transmission/supply process of the Payment Service Providers, reducing the number of error messages returned from the central system and the number of data submissions that need to be corrected.
