How to register to use the live or test system?

NTCA has prepared the message specification of the EBT-CESOP for the communication of the CESOP data supply in the E-Banktitok (EBT) system (i.e. e-Bank Secrecy), which has been published on the OPENKKK portal OpenKKK - Kezdőlap (gov.hu).

To enable the testing of CESOP data exchange, a test user and the associated EBT-CESOP - Payment data channel user rights must be assigned to the customer.

1. The payment service provider may communicate his/her intention to join the test system by e-mail to cesop_test@nav.gov.hu, where he/she must provide the name and e-mail address of his/her contact person.

Based on the application form received, the IT Institute of NTCA shall set up the necessary privileges for the testing, provide the test certificates and private keys, and notify the applicant separately thereof.

2. Payment service providers wishing to join the CESOP module of the EBT production environment can initiate their application by submitting the declaration available here: EBT CESOP live registration.

Payment service providers established in Hungary shall send the declaration to the Tax Relations Department of the NTCA Central Management in accordance with the rules of electronic communication.

Payment service providers not established in Hungary may send their declaration to cesop_business@nav.gov.hu.

Data are supplied electronically exclusively via the system of NTCA developed by the NTCA, therefore "manual" submission is not possible. In all cases, the privileges to communicate are assigned to the payment service provider as the customer, delegated to the user specified on the application form - who is also the professional contact person (or to the representative, where applicable). The e-mail address of the professional contact person should be a contact address behind which there is a contact person able to communicate with the NTCA on behalf of the payment service provider on all potential issues that may arise in EBT communication.

For the production (live) system, an electronic certificate for stamping, encryption and identification purposes must be obtained from an official certification authority. Payment service providers wishing to register a new user to the CESOP communication channel must send the public key of these certificates attached to their live registration application (not only the foreign payment service providers and not only the newly registered payment service providers), which will be uploaded to the NTCA directory.

For those customers (payment service providers) and – at the same time – registered users of the NTCA who have the communication channel for the enforcement procedure request (VHR) and the audit procedure (ELLTAM) in the EBT communication, the EBT-CESOP payment data channel privilege shall be set up centrally.

Key information on the certificates:

• Test certificates for testing are provided by the NTCA IT Institute.

• The certificates used by the payment service providers in the "production environment" for VHR and ELLTAM communication can also be used in CESOP communication. It is also possible to register new users, to use multiple certificates and signatures, but they must reflect/identify the payment service provider. The public keys for the new certificates must also be sent to NTCA for uploading to the NTCA directory. For communication (i.e., when providing data), the signature of the authorised representative cannot be used, but that of the payment service provider.

• For authentication, electronic signatures and encryption, a payment service provider that is new to the communication system, including those established abroad but holding a licence issued by the Magyar Nemzeti Bank (Hungarian National Bank), must use an enhanced security signature and encryption certificate made out under the name of the payment service provider  from a Hungarian certificate authority supervised by the National Media and Info-communications Authority for authentication, electronic signature and encryption.

The Certification Authority/Issuer checks the subscriber organisation's data in public databases.

It is recommended to test the communication before connecting to the live system.
