Yes, but the percentage of each product must be taken into account. For example, you can bring in 40 cigarettes from a third country by road, which is the total quantity that can be imported. However, if you only bring in 20 cigarettes – which is 50 per cent of the duty-free limit – you can also bring in, for example, 5 cigars.
You must declare this to the NTCA upon entry and may request customs clearance for the goods. In this case, you must pay customs duty, VAT and excise duty on the excess quantity.
The NTCA shall impose a customs administrative fine and seize or confiscate any tobacco products in excess of the duty-free quantity.
